The healthcare disparities that exist in the Nation’s Capital have created barriers for citizens living with chronic disease, higher mortality rates, declining quality of life, untreated mental health issues, and diminishing social determinants of health. I intend to address the root causes of housing instability to assure that DC tax payers and the federal government dollars are not continuously exposed to failed social programming structures surrounding housing displacement, which dominoes into failed public safety, and increased healthcare costs.

I will work effortlessly to identify and address strained community and law enforcement relationships, citizen safety concerns, failed youth advancement investments, robust gun violent and drug activities, with a multi-faceted and crime prevention approach that includes the proper staffing of all government applicable agencies, unbiased enforcement of the law, and community safety initiatives.

Incorporate the science of toxic stress and adverse childhood experiences (ACEs) into DC state policies and programs. Establish comparable compensation (including benefits) across settings for early childhood educators with comparable qualifications, experience, and responsibilities. Focusing only on comparable compensation for those working in pre-K settings will deepen disparities felt by educators working with infants and toddlers, who are disproportionately women of color. Including educators working with infants and toddlers in compensation policies is a fundamental matter of equity.

I’m truly honored to attend this year’s Black Health Connect conference. Here, national African-American healthcare leaders came together to collaborate, network and create opportunities designed to improve outcomes in marginalized communities. I attended last night’s Black Health Ball where the newest 40 under 40 cohort was awarded. As a former awardee, I was truly inspired to see folks raise the bar. As DC’s next At-Large Councilmember and first healthcare worker to serve on DC Council, I’ll work to decrease healthcare disparities. I look to build equity and decrease the life expectancy gap of 25 years between Congress Heights and Foxhall. I’ll look to use evidence based strategies to save lives. Again, big shout out to the folks at Black Health Connect and the recent awardees for raising the bar and inspiring the rest of us to stay focused on driving positive change.

Christmas came a bit early for us in DC. After hours, days and months of lobbying, DC Health Alliance has been fully funded. Thousands of marginalized Washingtonians will finally receive their life saving healthcare needs. Folks with diabetes, heart disease and infectious diseases won’t lose their care due to lack of income. I also want to shout out the Save Health Alliance Network. For weeks during this summer, healthcare workers lobbied councilmembers day after day to restore health alliance when it was cut from our disastrous local 2025 budget. Councilmembers like @CMLewisGeorgeW4 and @BrianneKNadeau listened and made necessary steps for something like this to happen. We owe them a huge thank you! At the end of the day, this highlights our need for healthcare workers to be involved. We need more doctors, nurses and pharmacists lobbying on health policy. We need more healthcare workers running for office. As an elected licensed pharmacist, I’ll work to keep the door open to inspire the next generation of elected healthcare leaders.

The COVID response exposed the human cost of this dysfunction. Slow, fragmented action and poor coordination led to deadly failures at city run facilities and delayed responses in the hardest hit Black communities. When government is not built around serving people in normal times, it collapses in moments of crisis.

DC also has a troubling track record of oversight failures and questionable contracting. From sole source contracts to opaque development subsidies, Opportunity Zones, Tax Increment Financing, and no bid agreements have too often benefited developers and insiders without clear evidence that low income and working class residents are seeing real gains. Repeated ethics and corruption scandals involving senior officials and Council leadership have reinforced the perception that government protects insiders first.

DC residents deserve a government where equity is enforced, not optional. Laws like the REACH Act should shape decisions from the very beginning, with clear standards, timelines, and public reporting. Equity must be measurable, visible, and tied to outcomes, not reduced to checkboxes or after the fact justifications.

DC seniors, the foundation of our communities, are under pressure from every direction. Federal attacks under Trump and his allies threaten Social Security, Medicare, and Medicaid through proposed budget cuts, privatization schemes, and weakened consumer protections. The District has been making progress driving down rates of HIV and AIDS, and we need to continue our efforts. I invite you to come testify in support of a bill I introduced earlier this year, the PrEP DC Act of 2025, at the Committee on Health's hearing this Thursday at 9:30 a.m. Sign up at http://ward5.us/prep.

PEPFAR has been one of the most cost-effective and impactful government programs combating HIV/AIDS. Astonishingly, Senators have to use confirmation votes as leverage to push this administration to stick with the proven, life-saving program. Crazy!

Today, @CMCHenderson and I visited Saint Elizabeths to follow up on concerns raised during oversight hearings, see conditions firsthand, and discuss ongoing efforts to improve operations. We even sampled the food! Strong oversight means showing up and working to ensure some of our most vulnerable residents receive the care they deserve.

NEW: @Shopify has banned the sale of e-cigarettes on its platform. Vaping products are strictly regulated because they're addictive and harmful, especially for kids. But unauthorized vapes still flood the market via online sales. We pressed Shopify to stop these illegal sales.

NEW: Eight drug manufacturers will pay $720 million for their role in worsening the opioid epidemic. DC will receive $1.2 million from the nationwide settlement. To date, OAG has secured nearly $104 million to fund opioid addiction treatment, recovery, and prevention across DC.

DC HEALTHCARE UPDATE: Today, we secured an agreement that will enable OAG to complete its legally required review of the transfer of nonprofit Medical Faculty Associates, Inc (MFA). This will also facilitate continuity of medical care for DC patients during our review. MFA is the largest nonprofit medical practice in the District and is controlled by George Washington University. It employs over 700 providers and serves thousands of patients daily at dozens of locations across DC. Some of its doctors also teach and conduct research at GW's School of Medicine and Health Sciences. For decades, MFA has benefited from taxpayer support through its nonprofit status. Now, due to financial shortfalls, GW proposes to transfer MFA to a nonprofit controlled by Universal Health Services (UHS), a for-profit corporation. Under District law, the transfer of nonprofit healthcare assets to a for-profit entity requires OAG review and approval. The Healthcare Entity Conversion Act directs our office to ensure the nonprofit’s assets are protected and its nonprofit purpose is preserved. This is a critical and mandatory safeguard for healthcare services in DC. In fact, the DC Council enacted this safeguard in direct response to UHS (a for-profit) acquiring GW Hospital (formerly a nonprofit) in 1997. The agreement we secured enables the deal to operationally close on July 31 but preserves OAG's right to modify or reject it through at least September 30. This will allow us to conduct a thorough review of the transaction with the cooperation of the parties, who will also fund the experts OAG retained for assistance. In addition, UHS will pay a $610,000 fine for delays in the review process. Once our review is completed, OAG will determine whether to approve the transaction, disapprove it, or approve it with conditions. We will keep working diligently to ensure this transfer protects MFA's nonprofit mission: providing high-quality, affordable healthcare for DC patients.

PUBLIC ANNOUNCEMENT: THE PASSING OF DC STATEHOOD GREEN LEGEND, DAVID SCHWARTZMAN

David transitioned in the loving arms of his life partner Joanne Flemming, on July 1, 2025. approximately 2:38pm David was among the strongest of DC statehood proponents, committed to social justice and equality for everyone. An unapologetic Socialist, he used all of his brilliance to further causes he sincerely believed in with all his fervor and might. The DC Statehood Green Party is forever in his debt and will continue the fight he championed.
