Race brief

Shadow RepresentativeDistrict of Columbia

What the office does

DC’s shadow senators and representative advocate for statehood and report to residents on its progress in Congress. They hold no seat or vote in Congress and receive no federal pay. These offices give residents elected advocates who bring the District’s statehood request to members of Congress.

The race, Oct 19, 2026

Garcia's June nomination and the Democratic candidate's 151,182 votes against 26,530 for the Statehood Green candidate in 2022 give him the historical advantage. No public poll or complete, comparable current campaign-finance picture was verified, so the size of that advantage is unmeasured.

In their own words

Ivanof

I strongly disagree. While not confronting fare evaders reduces risk in the moment, eventually a more rowdy mindset takes hold and staff will be assaulted out of a general sense of impunity. We have seen that in Europe. Transit staff need protection but giving up on order is not going to make the situation better.

Fixing crime takes attention. I'll read the bills proposed by the Council and explain them.

Since the Shadow representative has no real power except being in the Wilson building, my promises might seem underwhelming. They are still better than pretending the city is doing great. To get actually great results, somebody has to worry and ask questions.

Democratic Party groupthink got us into this mess. I won't play along.

Burning trust with half the country is not the way to become a state or even to preserve Home Rule.

This voter intimidation should be ignored. We are the biggest democracy in the world and there is room in this democracy for many ideologies, and thank God the Constitution protects them. I am behind @Janeese4DC 100%.

Q: Here in Washington DC, there's a Democratic primary for mayor. One of the two leading candidates is running a Zohran Mamdani campaign focusing on socialist policies. How would you feel if she wins? TRUMP: Maybe we take back Washington and run it on a federal basis. We won't put up with it.

The people of D.C. deserve the same political rights as everyone else in this country. Today I reintroduced the D.C. Admission Act with @EleanorNorton to finally grant #DCStatehood and end taxation without representation in our nation's capital.
Yes, those people should NOT be in DC. @realDonaldTrump you are adding to the problem by bringing the National Guard to DC.

The read

Ivanof

A Republican challenger proposing scrutiny of Council bills, transit and city finances while withholding support for statehood until management improves; the central question is his fit with an explicitly statehood-focused office.

Sources 7, 8

Garcia

A former shadow representative and Latino civic organizer seeking a return on a statehood platform; the central question is whether his coalition-building experience can produce new congressional support for admission.

If elected

Ivanof

  1. Make congressional and federal oversight part of his response to DC mismanagement, rather than seek immediate statehood; the office's statutory assignment remains advocacy for admission.

    Sources 8Counterpoints 1

  2. Read and explain Council crime bills and publicize fiscal risks, as his platform promises; he would have neither a Council vote nor congressional legislative authority.

    Sources 7Counterpoints 2

  3. Bring WMATA concerns to the Council or Congress and press for order and transit-worker protection; riders would gain an advocate, while operational decisions remain outside this office.

    Sources 7, 9Counterpoints 1

Garcia

  1. Urge support for the Washington, D.C. Admission Act, including the S. 51 appeal on his campaign site; he could seek sponsors but could not introduce or vote on legislation.

    Sources 11Counterpoints 2

  2. Draw on his prior work with international organizations and out-of-state statehood chapters to recruit support beyond DC; those relationships cannot substitute for congressional passage.

    Sources 15Counterpoints 2

  3. Use his experience producing DC Statehood Today and community media to explain the representation campaign to residents; this would be public outreach, not a new local service or funding guarantee.

Party and independence

Ivanof

His campaign explicitly rejects what he calls Democratic groupthink and urges Republican voting; separately, he argues that antagonizing half the country undermines both statehood and Home Rule.

Sources 7, 10

Garcia

His biography identifies active DC Democratic State Committee work, and his June post backs Janeese Lewis George; no documented break from the party is established by these sources.

Sources 12, 13

Best case for

Ivanof

He sets checkable, modest tasks, including explaining crime legislation and raising transit concerns, and acknowledges the office's limited power rather than promising to cast congressional votes.

Sources 7Counterpoints 1

Garcia

He brings experience in this particular office, Latino civic organizing and statehood media, giving supporters an existing network for the persuasion work the shadow delegation is meant to do.

Sources 12, 15Counterpoints 2

Best case against

Ivanof

Conditioning statehood on unspecified management improvements puts him at odds with the office's admission mission; his answer is that rebuilding trust is necessary to preserve home rule.

Sources 1, 8Counterpoints 10

Garcia

His current campaign provides a statehood objective but little new detail about persuading resistant members of Congress; much of the specific method available for review comes from his 2018 interview.

Sources 11, 15Counterpoints 12

Still open

Ivanof

What measurable management improvements would make him support statehood, and how would he carry out the office's statutory admission duties before then?

Sources 1, 8

Garcia

Which new congressional sponsors would he target, and how would his next-term strategy differ from the outreach he described in 2018?
