Race brief

Delegate to the HouseDistrict of Columbia

What the office does

The DC delegate can speak on the House floor, introduce bills, and offer amendments. The delegate cannot vote when the House votes on final passage of legislation. The seat lets DC’s residents have proposals introduced and debated in Congress, although it supplies no vote on their final passage.

The race, Oct 19, 2026

White is strongly favored after a Democratic primary that effectively decided the race in practice, consistent with AP’s forecast and Norton’s 174,238 votes in 2022. His FEC filings report $1.01 million raised through September, but no general-election poll was verified.

In their own words

Rosado

Senators opposing the SAVE America act, we are coming for your seats. We will oust you! Do not forget who you work for, you work for us, the people. 80% of Americans support proving citizenship in order to vote in elections. This is not a radical idea. This is common sense.
Denise Rosado · SAVE America Act
I will continue to coordinate with fed law enforcement to keep DC safe.
Denise Rosado · Federal law enforcement
Pass legislation that children must read and write on third grade level by third grade or will not be promoted.
Denise Rosado · Third-grade literacy legislation

White

Right now Congress is actively trying to overturn our tax laws, a move that will cost us $700 million dollars. Everyday it becomes more clear that we need a fighter who knows how to use the power we have on Capitol Hill. I will be ready to fight for you on day one.
Robert White · Congressional override of DC tax laws
I’ve pushed amendments to the Mayor’s RENTAL Act to ensure housing stays affordable not just built. More units alone aren’t enough if working families can’t afford them. We need both supply and access. That’s what I’m doing.
Robert White · RENTAL Act amendments
What most people don’t know is that the federal government is supposed to pay a lot more than they do for WMATA, and whatever they don’t pay, DC residents end up shouldering that burden. As your delegate, I will stand up for DC residents and make sure that the federal government pays their fare share for transit costs.
Robert White · Federal support for WMATA

The read

Rosado

An attorney and former federal adviser proposing tax exemption, federal policing partnerships, and school accountability; the central question is how she would secure those changes from a seat without a final vote.

Sources 7, 8Counterpoints 1

White

A Council housing chairman and former Norton legislative counsel promising to defend home rule and expand housing investment; his test is turning congressional experience into results without a final floor vote.

Sources 12, 14, 16Counterpoints 1

Freeman

A We Act Radio co-founder campaigning for federal tax exemption and limits on housing costs; his central challenge is converting protest and organizing into legislation that voting members of Congress accept.

If elected

Rosado

  1. Press for the SAVE America Act’s citizenship requirements in federal elections through advocacy and bill work; the delegate could not cast a final floor vote.

    Sources 9Counterpoints 1

  2. Pursue a federal income-tax exemption for DC residents while opposing statehood; the exemption would require voting members of Congress to enact it.

    Sources 8Counterpoints 1

  3. Propose third-grade reading and writing requirements before promotion to fourth grade, paired with intervention and disability accommodations; DC families would see changes only after legislation and implementation.

    Sources 8, 11Counterpoints 1

White

  1. Build a coalition for statehood and against congressional interference in DC laws and budgets, using bill introduction and advocacy; other members would decide final passage.

    Sources 12, 13Counterpoints 1

  2. Seek federal land transfers for housing, stronger Low-Income Housing Tax Credits, and HOME and Community Development Block Grant funding, subject to congressional approval and federal agency action.

    Sources 16Counterpoints 1

  3. Press for sustained federal Metro operating and capital support so residents have more reliable service; funding legislation and WMATA’s implementation would determine the improvement riders actually experience.

    Sources 15, 16Counterpoints 1

Freeman

  1. Seek a federal income-tax exemption for DC residents until statehood, combining legislative advocacy with a campaign for economic pressure; Congress would have to change the tax law.

    Sources 20, 21Counterpoints 1

  2. Oppose federal public-land transfers or development for data centers, using legislation and oversight to press for preservation; voting members and federal agencies would control the outcome.

    Sources 19Counterpoints 1

  3. Seek to cap residents’ housing costs, including utilities, at 30 percent of income and bar private-equity homeownership; lower bills would depend on legislation and an enforcement system.

Party and independence

Rosado

She identifies as conservative, advertises the Log Cabin Republicans’ endorsement, supports federal law-enforcement cooperation, and advocates the SAVE America Act; her campaign also describes service as above party.

Sources 7, 8, 9

White

He has Progressive Caucus and Congressional Black Caucus campaign support, but his RENTAL Act compromises drew criticism from DC socialists; his record does not map neatly onto one progressive faction.

Sources 22Counterpoints 17

Freeman

His campaign presents direct economic action for statehood and a shift from corporate subsidies toward housing, health care, and education; those stated priorities document his position beyond the Statehood Green label.

Sources 18, 21

Best case for

Rosado

Her legal and federal-agency experience supports an oversight-oriented candidacy with concrete proposals on taxes, school promotion, and traffic fines, offering voters a defined alternative on federal involvement.

Sources 7, 8Counterpoints 1

White

His work in Norton’s office and on housing policy gives him relevant experience with federal land, financing, and local oversight; his platform identifies specific congressional tools for addressing affordability.

Sources 14, 16Counterpoints 1

Freeman

He gives residents denied a congressional vote a specific demand for tax relief, links housing affordability to household income, and brings experience organizing through community media.

Sources 18, 20Counterpoints 1

Best case against

Rosado

She promises quick tax relief and changes to local schools and traffic enforcement without the delegate’s own final vote; her opposition to statehood also rejects a route to full representation.

Sources 8Counterpoints 1, 10

White

Tenant advocates on the left argue that his RENTAL Act work weakened purchase rights and accelerated evictions; his defense is that housing needs both investment and tenant affordability.

Sources 17Counterpoints 14

Freeman

His campaign treats tax resistance as a path to change, but electing a delegate does not suspend federal taxes; his housing cap also lacks a published funding and enforcement design.

Sources 1, 18, 21Counterpoints 20

Still open

Rosado

Which voting members would sponsor her tax-exemption and school-promotion proposals, and what compromises would she accept to secure passage?

Sources 8

White

What concrete housing and transit agreements could he secure if Congress remains unwilling to expand DC autonomy or federal spending?

Sources 12, 16

Freeman

What legislative coalition and enforcement system would make his housing-cost cap work, and who would cover the gap between permitted payments and housing costs?
